How we operationalize it: reviewed quarterly. The board view tracks how many offices move between phases and whether time-to-maturity is compressing. Each output KPI doubles as a gate — an office is "% through" to the next stage. Movement is non-linear: expanding capacity can temporarily reset operational consistency, so offices cycle back before climbing right.
